Village of Chagrin Falls
Parks Commission
November 22, 2011

Members present: deConingh, King, Lutz

Also present: Ben Himes, John Brockway, Jeff Snedecker

The meeting was convened in the Village Hall Council Chambers at 8:39am.

MINUTES
Anne made a motion to approve the October 25 meeting minutes. Karla seconded the motion. The minutes were unanimously approved.

TRIANGLE PARK
Due to salt usage during winter, the concrete pavers are disintegrating from the bottom up. These will need to be replaced.

RIVERSIDE PARK
The Service Department is aware of the continued beaver activity. They plan to lower the wire mesh, as some of the trees continue to be under attack below the mesh. They will also add protection to any additional trees being eaten (ie. willow).

With regard to the lawn reinstallation following Blossom, John said the Service Department is going to develop a set of guidelines to be used in the future when reseeding is necessary (ie. Blossom and/or Art by the Falls). These guidelines will detail the amount and type of seed required, as well as the seed to fertilizer ration.

The new picnic table discussion continued…it was decided an effort should be made to keep the waste receptacles, park benches, and tables consistent. Karla agreed to call Pompili Precast Concrete, Inc. – the bench manufacturer - for table options. The wooden tables, while they are an economically attractive option, do not last as long and they quickly develop a “weathered” unattractive look. They also do not match the stone benches and receptacles. With the decision to pursue a concrete and therefore heavier option, the issue of occasionally moving the tables was raised. John said moving is really only a concern for Art by the Falls. Ben offered to create a park map. We will then meet with members of the Valley Art Center and Jaycees to discuss permanent table locations mutually agreeable for everyone. Also, as a result of using concrete tables, concrete platforms/pads will be needed for all tables.

BELL STREET PARK
With the passage of the Bell Street land lease deal, the decision was made to wait and see what becomes of the concrete slab area. It was suggested the lessee may decide to beautify the rest of the park (or a portion thereof) in order to make the entire area more attractive for diners.

The question was also raised as to whether the funds incurred as a result of the land lease will go towards the parks. Ben confirmed the money will go into the “general” fund, but the Mayor has stated they will be used for the parks. It was mentioned perhaps these funds could offset some of the new picnic table expenses.

RIVER RUN PARK
John reported the flooded area behind the dugout/backstop will need to be addressed. A trench to the river may be created through the woods.

The meeting was adjourned at 9:12am.
