VILLAGE OF CHAGRIN FALLS
FACILITIES AND SERVICES COMMITTEE

The meeting was called to order at 7:00 p.m. by Chairman Steven Patton.

WHITESBURG PARK PAVILION

Mr. Himes explained that the Village acquired Whitesburg Park from Ivex. This building on the property is next door to Henry Bruner’s property. Mr. Bruner has been using it and had a lease previously with Ivex to use it. The building is in bad shape but Mr. Bruner would like to continue to use it. It could potentially be a liability to the Village if they don’t either fix it up, move it, or make some arrangement with Mr. Bruner.

Mr. Himes said when the Village first acquired this property, there was discussion with the schools about the possibility of them using this structure for an outdoor class room but they are not interested. Mr. Patton said Bill Tomko had indicated to him that there still may be an interest with the schools.

Mr. Bruner said if he had control over it he would either rehabilitate it as a garage or demolish it and build a garage elsewhere immediately on that property contiguous with his. He will assume the expenses.

Mr. Patton suggested that they think about this and follow up to see what interest, if any, the schools may have and find out what the cost would be to repair it. Mr. Patton tabled this issue for now.

WHITESBURG PARK CULVERT

Mr. Himes explained that there is an old railroad grade that cuts across the marshy area. He said they have had complaints from neighbors about the impoundment of water behind that railroad grade. There is a culvert that runs under the grade that provides a way for that water to get out of there but it is about 150 years old and has pretty much failed. There is a trickle of water coming through it. This Summer the Village received a letter from the Conservancy stating that they had a concern about the impoundment and the effect it was having on the trees in the area. They felt that letting that go was contrary to the conservation easement. Mr. Himes said the conservation requested that the water level be returned to its natural, historic state. They discussed this with the conservancy and what they thought would be a good solution was to bore a new 15" culvert underneath the railroad grade.

Mr. Lannon said two quotes were received. One was from Barone Horizontal Directional Boring Co., Inc. for $18,634.72 and the other was from Precision Directional Boring, LLC for $35,000.

Moved by Mr. Patton, seconded by Mr. Milko that the Facilities and Services Committee request Council to approve the bid for the Barone Horizontal Directional Boring Co., Inc. in the amount of $18,634.72 for the installation of the 15" culvert pipe. The motion carried unanimously.

ROAD SALT BID REVIEW

Mr. Himes said they received three bids, although, one was just a letter stating that there was a no bid from International Salt and the request to stay on the bid list. Cargill Salt bid only for the pickup by the Village at the mine, which we rarely do. Morton Salt bid $41.82 per ton for the coarse crushed salt delivered to the Village’s storage bin. That is the same amount that the Village was paying in 2005 and 2006.

Moved by Mr. Watterson, seconded by Mr. Milko to approve the Morton Salt bid at the rate of $41.82 per ton for coarse crushed salt to be delivered to the Village. The motion carried unanimously.

RIVERSIDE PARK PLAYGROUND

Mrs. Lutz said the Chagrin Valley Woman’s League has donated the money for purchasing the equipment as well as the installation of that equipment. However, we need additional funds to do some site work to create the area for the actual playground. She said they would like to get the playground in this Fall.

Mr. Lannon said three quotes for the site work were received. The low quote was from Wheeler Landscaping at $13,000. He said their thought was to include a small contingency and make it not to exceed $15,000 in case the service department or Chagrin Valley Jaycees are unable to do some of the work.

Moved by Mr. Milko, seconded by Mr. Watterson to accept the bid by Wheeler Landscaping not to exceed $15,000. The motion carried unanimously.

USE OF TRIANGLE PARK

Moved by Mr. Patton, seconded by Mr. Milko that the Facilities and Services Committee ask Council to authorize the use of Triangle Park on November 11, 2007 for a Veterans Day ceremony from 9:30 a.m. to 11:30 a.m. The motion carried unanimously.
