The meeting was called to order at 6:50 p.m. by Chairman Steven Patton.
RENTAL PROPERTY REGULATIONS
Mr. Himes said this has been discussed several times in the past by the Planning and Zoning Commission. They can regulate rental properties, a business regulation, whereby you can require inspections and things like that. P&Z had determined that there was no need to enact regulations. He said he had advised P&Z that if there were an annual inspection of rental properties, due to the number of inspections that would generate, it would require the Village to hire more manpower.
Mr. Patton asked how many rentals they have. Mr. Himes said about 500 but that includes the Citadel, Nob Hill, and Carriage Hill apartments/condominiums. Mayor Brick said the 2007 census indicated about 27% of the Village’s living units are rentals. Mr. Himes said the census also counts apartments/condominiums.
Comments were heard, particularly from Church Street residents, regarding their concerns of rental properties with pealing paint and other exterior issues, including pit bull dogs.
Mr. Watterson commented that it isn’t just rentals that could be unsafe or neglected. Mr. Himes said they have talked about a point of sale inspection but each time they didn’t want to go down that road.
After discussion, it was agreed to ask the Planning and Zoning Commission to review this again.
