The meeting was convened in the Village Hall Kitchen at 8:34am.
MINUTES
Janna Lutz made a motion to approve the February 25 meeting minutes. Karla seconded the motion. The minutes were unanimously approved.
BEAUTIFICATION COMMITTEE
Connie DeGood gave an update on the beautification committee. She has 22 volunteers in place for the spring/summer.
The clean up and pruning (Knock Out Roses) will take place on Monday, April 25 at 10am (rain date is Thursday, April 28). Connie has asked that a Service Department employee be there to help in case any shrubs are dead and need to be removed. In exchange for the Service Department labor, Connie has offered her volunteers to prune the rose bushes at the top of Grove Hill.
Planting will take two days. The 55 urns will be planted on Thursday, May 19. The bump-out gardens and parks planting will be Friday, May 20. Both days begin at 10am and volunteers will meet at Triangle Park. Connie has requested the Service Department add good soil to the bump-outs and Riverside Park entrance center beds. These beds will all require mulch as well.
Connie has requested a barrier of some sort be installed to keep Blossom Time foot traffic out of the Riverside “Falls” Park. Each year, the annuals need to be replaced after Blossom, as well as some shrubbery (ie. Boxwoods). John said The Jaycees are aware of the problem and have been told it is their responsibility to see that a barrier is installed. The Village will oversee this work to be sure it is done adequately.
Connie requested the same fertilizer as used in previous years; it is not only a fertilizer but a disease retardant as well. Jeff said this should not be a problem, and added it is wiser to order in larger quantities.
Connie announced the “Your HomeTown” organization would not be lending its name to the Thursday evening and 4th of July antique car shows. It has been determined (and confirmed by Janna) the merchants along North Franklin Street do not appreciate the Thursday evening car show. The show monopolizes the parking in the area and attendees do not buy anything while they are here. Also, the 4th of July car show participants have had permission to park their cars on the grass and sidewalks of Triangle Park. They also set up tables and chairs in Triangle Park, leaving them there for long periods of time. Given that the Chamber of Commerce has agreed to sponsor the event this year, the question was raised as to what the actual purpose is of the car show…what is the benefit to merchants/residents?
The Parks Commission unanimously agreed another venue should be suggested for the show – possibilities include: Cuff’s parking lot, West Washington Street in front of Village Hall, Valley Lutheran Church, CF Intermediate School. At a minimum, the Village should monitor the parking behavior of the show cars.
RIVERSIDE PARK
The drinking fountain will be installed after Art by the Falls. A water line will be trenched from the fire hydrant, near the pavilion, to the new location, near the playground. It was suggested the Park Commission meet in Riverside Park next month to determine the exact location.
Graffiti needs to be removed from the bus shelter. John said they were aware of the situation and have it slated as part of the spring clean up. They have been busy with snow removal and flooding.
The playground needs additional mulch added. John was aware of this as well. It is also part of the spring clean up.
BELL STREET PARK
The split-rail fence needs to be repaired. The eastern section is rotted. This too was already slated as part of the spring clean up, according to John.
TONY ZALBA – former Parks Commission Chairperson
Tony Zalba was in attendance for the ceremonial passing of the baton (binder). Anne thanked Tony for his seven years of service on the Parks Commission. Tony asked that the Commission continue to keep the falls natural landing project a priority. This was an initiative begun under his tenure and he would really like to see it come to fruition.
The initial estimate for the project was $50,000. It was suggested that perhaps the work could be completed in stages.
Janna asked where the 15 Bell Street lease money was going to be allocated. Ben said it would go to the general fund, but the Mayor had indicated it should be used for the parks. Janna suggested this could be a source of some of the funds needed for the falls landing.
The Jaycees were mentioned as another possible source of funding. Tod will inquire as to the procedure for receiving Jaycee donations.
The meeting was adjourned at 9:08am.
