STREETS AND SIDEWALKS COMMITTEE
April 25, 2011

The meeting was called to order at 7:00 p.m. by Chairman Janis Evans.

REQUEST FOR BANNERS

Mrs. Evans said they have a request from the American Cancer Society to have a banner from June 6, 2011 to June 20, 2011, a request from the Valley Art Center to have a banner from May 27, 2011 to June 12, 2011, and a request from Safe Routes to School to have a banner from May 1, 2011 to May 7, 2011. She said they have also had several requests for banners in the past.

Because these requests would overlap in time and since they really do not have a policy for banners the committee discussed coming up with some kind of plan for banner requests.

Mr. Himes said the code says that they are allowed for ten days but they have to get Council’s affirmation. He said there are a couple of logistical problems. The fire department has been putting the banners up out of the goodness of their hearts and the location where they are being hung right now is a bit low and trucks have hit the banners in the past.

Mrs. Lutz said they have to consider how they feel about the Village’s image of being a place where banners to all these different events are being flung throughout the summer months.

Mrs. Evans said they really need some time to study the issue a little bit more.

No action was taken regarding the three requests on the table.

COMPREHENSIVE PLAN

Mr. Himes said the Planning and Zoning Commission has had this on their agenda for some time. Per the ordinance that adopted the Comprehensive Plan, they have to review it every four years to see if it needs to be updated. One of the goals addresses sidewalks and it currently states that “For areas that are without sidewalks, encourage installation using the Village sidewalk priority system”. In discussions with the Planning and Zoning Commission Mr. Jacobs mentioned that he wasn’t sure if that goal was universal so we thought we should take a look at that and potentially amend it.

Moved by Mrs. Lutz, seconded by Mr. Subel that we accept the Comprehensive Plan group’s changes that appear in this draft #1 from the Planning and Zoning Commission. The motion carried unanimously.

SAFE ROUTES TO SCHOOL ROUND #1

Mr. Himes explained that this resolution (Resolution No. 2011-24) allows them to reconstruct the safe routes to school sidewalk, 10' wide at the middle school, including additional section of sidewalk. Also, construct a new fence and re-stripe the crosswalk at the intermediate school. He said it is 100% funded by the federal grant and this is a mandatory resolution that O.D.O.T. requires. Kathryn Garvey explained more of the specifics of the resolution.

Moved by Mrs. Lutz, seconded by Mr. Subel that we approve the plan and funding and let them go forward to get this accomplished. The motion carried unanimously.

ASPHALT ROLLER

Mr. Himes said their asphalt roller is eighteen years old. Last year they were having some problems with it so this year, seeing that we are probably going to be doing far more patching than we normally do, they sent it into the shop to have it worked over. It turns out that the transmission is shot and it needs brakes. The repair cost is estimated at $5,300 and the trade-in value for the roller is only $800. We don’t think right now it is worth putting that money into the old machine. A new roller and trailer would be about $17,500. The Mayor encouraged us to reach out to neighboring communities to see if there was any interest in a mutual or joint purchase because they do sit idle quite a bit. Bentleyville was very interested and want to proceed. Because this was not in the budget we need Council’s authorization to expend the funds.

Moved by Mrs. Lutz, seconded by Mr. Subel that we combine with Bentleyville and buy a new asphalt roller. The motion carried unanimously.

CLEVELAND STREET/MILL STREET SIDEWALKS

The committee heard a brief update from Mr. Lannon regarding softening the look of the retaining wall.
